State Plan Progress

The 2008-2010 State Plan for Independent Living (SPIL) was approved in September 2007. The plan is in effect from October 1, 2007 through September 30, 2010.

We are currently developing the next SPIL. If you are interested in participating in the development, please contact the office for more information. Our process includes:

  • May 2009 - November 2009 Stakeholder Input. We developed and published our surveys, reviewed and analyzed other surveys of people with disabilities in Wisconsin and met with most disability councils in the state for their input.
  • December 8, 2009 Planning retreat - we met with State Plan stakeholders in Madison to review the stakeholder input and outline goals and a process for completion of the next State Plan.
  • February 2010 Priorities - After compiling information from the retreat, the Council narrowed the priorities for the Plan.
  • February 2010 - April 2010 Drafting - Workgroups met to develop goals, objectives and other parts of the plan. Staff develops other sections based on decisions of Council, workgroups and other stakeholders.
  • April 2010 - May 2010 Public Hearings - We are planning on holding public hearings in April and May of 2010.
  • May 2010 - June 2010 State Approval - After compiling and considering public input, Independent Living Council and Wisconsin Department of Workforce Development, Division of Vocational Rehabilitation, the "Designated State Unit" for the State Independent Living Services program will approve a plan for submission to the U.S. Department of Education, Rehabilitation Services Administration (RSA).
  • July 2010 - September 2010 Federal Approval - RSA will review Wisconsin's Plan and those of the other states and territories. They ask states to make changes prior to approval.
  • October 2010 - September 2013 Effective - Once approved, the plan goes into effect on October 1 to guide Independent Living Services in the State of Wisconsin.

 

IL-Wisconsin.net Under Construction

The Independent Living Council and Coalition of Independent Living Centers are developing a new website. Our new site will offer a unified web presence that summarizes Independent Living in Wisconsin. We provide resources for living independently for all people with all types of disabilities. The new site will be at www.IL-Wisconsin.net.

Looking for a Few Good Members!

ILCW is seeking a new member to fill a vacancy. Members of the Council are appointed by the Governor and serve for three-year terms that begin on July 1. New vacancies occur each year.

ILCW seeks candidates for membership who have knowledge about Independent Living Centers and Independent Living services in the state. We try ensure that the diversity of Wisconsin's population is represented on the Council, including different areas of the state and different types of disability. We encourage people who can represent underserved groups to apply for membership.

Members assist in leading Wisconsin to promote independent living for people with disabilities. We’ve put out notice statewide that ILCW needs new board members. If you fill out the Governor’s application, please Contact Us and send us a copy as we review all applications.
